(1) Using Resources at the CPIRC

Persons who use the resources and search the databases at the CPIRC must be at least 18 years old.

    Monday to Friday: 9 a.m. to 5 p.m.
    The CPIRC is closed on Saturdays, Sundays and holidays.
    Changes in hours will be announced.

(2) Checking-out Resources at the CPIRC

Library Materials

The CPIRC has compiled a comprehensive collection of information on competition policy open to all quarters. Materials include:

  1. Books: A total of 18,000 volumes including books on law, economics, finance, social science, and political science, encyclopedias, dictionaries and others.
  2. Periodicals: A total of more than 100 periodicals on economics, law, statistics, management, and finance (both in Chinese language and other languages).
  3. Audio visual: Cassettes (audio and video) of lectures, forums, conferences, and public hearings organized by the FTC and CPIRC.
  4. Newspapers: A total of 10 newspapers (7 in Chinese language, and 3 in other languages including English and Japanese).
  5. Database: Automated book management system, APEC Competition Policy and Law Database, CD-ROM database search system, Fair Trade Law (hereinafter called the FTL) Newspaper Clippings Search System.
  6. Publications: Including bulletins, quarterly publications, collections of papers on the FTL, education series, compilation of laws and regulations, annual reports, competition policy newsletter, and study reports.
  7. Other documents and materials: Publications of other government agencies, research reports, doctoral (and masters') dissertation, media clippings, documents and materials from different types of conferences.

Checking-out of these materials is open to:

  1. The FTC personnel
  2. Leaders and research assistants participating in research projects undertaken by the FTC
  3. Professors teaching courses on the FTL at universities and schools
  4. Students enrolled in courses on the FTL, and other approved persons who are not the FTC personnel

(3). Using CPIRC Resources via Remote Access

In addition to its books, documents, and other physical resources, the CPIRC has an electronic database providing remote access searching to all quarters. There are now database search systems that include:

  • Automated Book Management System
    The CPIRC's library resources can be accessed at the CPIRC or anywhere through by the Internet connection. They are available to general readers.
  • The APEC Competition Policy And Law Database
    On January 27,1997, the APEC member economies accepted an offer from the FTC to set up the APEC Competition Policy and law Database on regional competition laws and policies. The database provides all quarters with instant and convenient access to 14 categories of information on competition policies and / or laws regarding 21 APEC member economies. These categories include: policy statements, competition policies / laws, organizational structure, decision guidelines administrative procedures, list of publications and subscription details, Q&As, decisions of administrative or quasi-judicial agencies, judicial cases, international and / or bilateral cooperation arrangements, lists of academics and specialists, issues related to competition laws, statistical data, and announcements. In May 1999, the Database was officially opened to the public (website on http://www.apeccp.org.tw) after being approved by APEC.
  • CD-ROM Database Search System
    The CPIRC has compiled 12 databases in Chinese language and other languages. 1. Information databases in Chinese language These include an indexed CD-ROM database for academic paper in Chinese language newspapers, an indexed CD-ROM database for Chinese language doctoral papers, and a database of abstracts of technical papers on business management in Chinese. 2. Database of information in other languages Titles include the Database is composed of 5 CD-ROM Database Search Systems including Westlaw International , EconLit , Economists, Wilson Business Abstracts and the Index to Legal Periodicals & Books etc.
  • FTL Newspaper Clippings Search System
    Since the FTC was established in January 1992, media clippings on the FTL and industry news have been compiled and entered by class into a full-text searchable database.

(4). Promoting Research and Development

  • Regularly Organizing Academic Symposiums on Competition Policy and the FTL
    The papers presented at the symposiums include the papers by experts in competition law, or papers contributed by the public. The papers are compiled and published following the symposium.
  • Organizing Keynote Speeches on a Monthly Basis
    Domestic scholars and experts on competition law are invited to give talks which are open to all quarters free of charge.
  • Organizing the FTL Training Camp
    Free half-day training courses on the FTL are organized every year for university lecturers and students who are in related disciplines and interested in the FTL.

(5). Managing the Fair Trade Commission's Publications and Publishing Relevant Materials

  • Managing the FTC's Publications
    1. Mapping out the Management Guidelines on the Publications of the Fair Trade Commission in line with related regulations on government publications to manage the publication formats, Government Publications Number, and mailing, storing and selling services.
    2. Collecting the Fair Trade Commission's publications and showcasing them for readers' easy access.
  • Publishing Relevant Materials
    1. Publishing the bimonthly〝Competition Policy Newsletter 〞 (the Chinese language edition during odd-number months, and the English language edition during evennumber months). The newsletter includes summaries of major speeches, reports of important cases, current developments in relation to foreign competition authorities or competition policies / law as well as the latest FTC events.
    2. Publishing the Compilation of Papers regarding the Academic Symposium on Competition Policy and the Fair Trade Law.
    3. Publishing the Compilation of the full text regarding the Keynote Speeches held in the CPIRC.
    4. Publishing the series of the FTC's Cases Compilation called" Cases and Materials on the Fair Trade Law of the Republic of China."
    5. Publishing the Brochure of the FTC, Brochure of the CPIRC, Brochure of the APEC Competition Policy and Law Database and the Catalogue of the FTC's Publications.

(6). Other Related Services

  • Visits to the CPIRC
    The visits are open to universities, colleges, vocational schools, related government agencies, academic groups, national assembly assistants, and foreign academics and specialists. The purpose of this service is to increase participants' familiarity with the various ways of searching and using the CPIRC's databases and other resources.
  • Reference Services
    The CPIRC personnel are available to assist with searching the CPIRC's library materials, using its many reference books, and making the most of its many tables of contents.
  • Xeroxcopy Services
    The CPIRC provides xeroxcopy services. Users of this service must abide by the Copyright Law when using these services.
  • Conference Room Services
    Instructors at universities, colleges, vocational schools, and graduate schools may use the CPIRC's conference rooms for teaching courses on the FTL, carrying out the oral exam part of dissertations, and for conducting seminars on related topics.
