The FTC can be divided into the following departments and administrative support offices: Department of Planning, Department of Service Industry Competition, Department of Manufacturing Industry Competition, Department of Fair Competition, Department of Legal Affairs, Information and Economic Analysis Office, Secretariat, Personnel Office, Civil Service Ethics Office, and Budget, Accounting and Statistics Office.

Department of Planning

The Department of Planning shall be charged with the following matters:

  1. the draft, coordination and promotion of policy planning, regulatory assessment, and research development;
  2. the draft and execution on law-enforcing officials´ training programs;
  3. the promotion for international exchanges and cooperation of governing laws;
  4. the compilation, publication, and management of publications;
  5. the collection, maintenance, and provision of research services for information related to governing laws ;
  6. the planning and promotion of workshops related to policies and governing laws; and
  7. other matters related to planning.

 

Department of Service Industry Competition

The Department of Service Industry Competition shall investigate and process matters relating to monopoly, merger, concerted action, resale price maintenance, other restraints on competition, as well as any deceptive or obviously unfair conduct by enterprises in the following sectors:

  1. industrial/commercial services, social and personal services;
  2. general commercial businesses, transportation, warehousing, and communications businesses;
  3. finance, insurance, real-estate services; and
  4. agriculture, forestry, fishery, and animal husbandry businesses.

 

Department of Manufacturing Industry Competition

The Department of Manufacturing Industry Competition shall investigate and process matters relating to monopoly, merger, concerted action, resale price maintenance, other restraints on competition, as well as any deceptive or obviously unfair conduct by enterprises in the following sectors:

  1. manufacture of food products, textiles, chemical products, plastics products;
  2. manufacture of metals, electronic products, transport equipment and parts, and other manufacturing businesses;
  3. mining, earth/gravel excavating businesses, construction, supply of water, electricity, and gas; and
  4. other related or non-classifiable businesses.

 

Department of Fair Competition

The Department of Fair Competition shall be charged with the following matters:

  1. the investigation on cases of counterfeiting, false or misleading representations or symbols;
  2. the investigation on conducts that cause damages to another business' reputation, and other deceptive or obviously unfair acts that are sufficient to affect trading order;
  3. the investigation on improper offering of gifts and prizes; and
  4. the report filing, supervision, and management of multi-level marketing enterprises, as well as the investigation into conducts that violated regulations governing multi-level marketing or personal data protection.
  5. the promotion of regulatory policies related to the above four matters.

 

Department of Legal Affairs

The Department of Legal Affairs shall be charged with the following matters:

  1. the formulation of the governing laws, regulations, and amendments thereof;
  2. the provision of consultation of governing laws and regulations;
  3. the study and research on governing laws;
  4. the execution of fines;
  5. the referral of criminal offenders for prosecution;
  6. the handling of administrative litigation; and
  7. the collection and research on comparative competition law and related information.
  8. other matters related to legal affairs.

 

Information and Economic Analysis Office

The Information and Economic Analysis Office shall be charged with the following matters:

  1. the investigation on industrial structures, the work on industry survey, as well as the data collection and analysis of economic conditions;
  2. the provision of consultation of economic analysis, as well as the drafting and implementation of regulatory opinion;
  3. the strategic planning and development of integrated services on information and industry data; and
  4. the planning and management of the application of information system.
  5. other matters related to information, industry, and economic analysis.

 

Administrative Support Offices

  1. The Secretariat shall be charged with meetings, clerical matters, use of the official seal, receipts and disbursements, general affairs, public relations, as well as matters not under the responsibilities of other departments.
  2. The Personnel Office administers personnel affairs.
  3. The Civil Service Ethics Office administers matters related to government employees' ethics.
  4. The Budget, Accounting and Statistics Office administers the annual budget, accounting, and statistical affairs.
