    FTC responsibilities
As specified in Article 2 of the Organic Act of the Fair Trade Commission, as the competent authority of the Fair Trade Act and Multi-level Marketing Supervision Act, the Commission is in charge of the formulation of fair trade policies and regulations; the review of the Fair Trade Act; the investigation of business activities and economic developments; the investigation and disposition of cases in violation of the Fair Trade Act; the formulation of policies and regulations regarding multi-level marketing and the investigation and disposition of related cases; the promotion of fair trade policies and regulations; and other matters in relation to fair trade.
Organizational structure
The organization of the Commission can be divided into two tiers: the Commissioners’ Meeting, and the operating and administrative units. The Commissioners’ Meeting adopts the collegial system. The commissioners must be politically independent, must not participate in party activities during their term of office, and should exercise their duties individually according to law. As specified in Article 9 of the Organic Act, the responsibilities of the Commissioners’ Meeting include:
1. Reviewing fair trade and multi-level marketing administration policies
2. Reviewing fair trade and multi-level marketing administration regulations
3. Evaluating and approving Fair Trade Act and Multi-level Marketing Supervision Act administration plans
4. Evaluating and approving announcements, permissions and dispositions involving the Fair Trade Act and the Multi-level Marketing Supervision Act
5. Reviewing motions presented by commissioners
6. Other decisions defined by law to be made by the Commissioners’ Meeting
In 2023, the Commissioners’ Meeting was convened 50 times, and 238 motions were presented, including 147 review cases and 91 report cases. Divided according to the nature of cases, there were 105 informed cases and cases in which ex officio investigations were launched, 10 application and filing cases, 16 regulation cases and 16 other cases.
