Fair Trade Commission Annual Report 2024
  A Word from the Acting Chairperson
Since its creation, the Fair Trade Commission (hereinafter referred to as the FTC) has been dedicated to the maintenance of free and fair trade by perfecting market rules and preventing enterprises from engaging in illegitimate competitive practices. In 2024, as it faced challenges in the digital economy, advances in technology, industrial transformation and changing social expectations, the FTC adhered to the law enforcement principles of professionalism, independence and transparency and made active efforts to investigate unlawful acts and meet public expectations with appropriate achievements.
Faced with continual changes in business maneuvers, the FTC was well aware of the government guidance and assistance that enterprises needed given the rapid industrial transformation and pressure resulting from the digital economy and sustainable development. Therefore, the FTC spared no efforts in conducting research on related issues and released a White Paper on Competition Policy in the Digital Economy to serve as the basis of law observance for enterprises. The publication was awarded international prizes. In addition, the Empirical Analysis of Enterprise Pricing Strategy Involving Concerted Actions in the Digital Economy that was completed by researchers commissioned by the FTC also won the 2025 Concurrences Antitrust Writing Award. Meanwhile, in response to the trend toward sustainable development, the FTC also formulated the Guidelines for Concerted Actions of Enterprises in Response to Environmental Sustainability in order to help businesses encountering challenges from sustainable transformation.
In terms of law enforcement, the FTC adopted zero tolerance in its investigation of the illegal activities of enterprises and handled many serious cases closely related to social welfare in 2024, including prohibiting the merger of two major food delivery platforms to protect the interests of restaurants, deliverers and consumers; imposing heavy sanctions on                approvals; and sanctioning a number of trade associations for making joint decisions to set fee-charging standards while also reminding concerned businesses and business groups not to make the same mistake. Moreover, the FTC also cracked down on false online advertising, illegitimate keyword advertisements, the unlawful marketing of beauty businesses, and the illegal advertising and marketing of real estate businesses to ensure fair market competition and safeguard the interests of consumers.
The FTC had some outstanding achievements in promoting international affairs in 2024. Besides successfully holding the 2024 International Conference on Taiwan Competition Policy and Law and the 2024 ICN Merger Workshop which effectively increased the international               protocol with the National Competition Commission of Paraguay and expanded the competition law cooperation network around the world.
