  (3) Updating regulations
To update and improve multi-level marketing regulations, the FTC collaborates with concerned agencies, multi-level marketing associations and multi-level marketing businesses to push the industry to develop in the right direction. In recent years, the FTC has accepted suggestions from various sectors and promoted a number of measures beneficial to the multi-level marketing industry, including revising multi-level marketing operation guidelines, simplifying registration and registration information changing procedures, and amending the Regulations for the Establishment and Administration of the Multi-level Marketing Enterprises and Participants Protection Institute.
In 2024, the FTC continued to improve multi-level marketing administration measures and, together with the joint efforts of the industry, government and the academic sector, completed the amendment to Article 13 of the Multi-level Marketing Supervision Act to allow multi-level marketing businesses to use electronic documents to produce participation              as reference for multi-level marketing businesses. The amendment was helpful for the preservation and retrieval of participation contracts. It could also help the industry promote digital transformation to build a friendlier and more modern multi-level marketing environment.
