the amendment, businesses only needed to submit complete participation contracts without presenting repeated information. The effort duly responded to the request on the part of multi- level businesses to simplify the registration procedure and improve administrative efficiency.
(3) Reinforcing the functions of the Participants Protection Institute
In 2014, the Commission acted according to Article 38 of the Multi-level Marketing Supervision Act, helped establish the Multi-level Marketing Protection Foundation (hereinafter referred to as the MLMPF) and also supervised and provided guidance in the operations of the MLMPF. It was a new system and the first ever in multi-level marketing administration around the world.
As the MLMPF was founded nearly ten years ago, the Commission solicited the opinions of related government agencies and concerned multi-level marketing groups and revised the Regulations for the Establishment and Administration of the Multi-level Marketing Enterprises and Participants Protection Institute in Apr. 2023 to introduce ideas associated with industrial development, expand the missions and functions of the MLMPF, relax the restrictions on the utilization of the protection fund, reduce the payment burden of multi-level marketing enterprises and participants, and loosen the limitations on the functions of the MLMPF to advance payments to participants and assist them in lawsuits in accordance with the three key amendment principles of attaching equal importance to the promotion of benefits and
