    2. Valuing the digital economy and sustainable development
(1) Investing in research on digital economy development
The digital economy has developed rapidly and has become the core of industrial development. To help domestic enterprises respond to industrial development and transformation in the digital economy, the FTC in 2022 released the White Paper on Competition Policy in the Digital Economy which included a comprehensive discourse on the standpoints and directions of competition law enforcers in the digital economy. The White Paper won international recognition and was also the only Asian winner of the Concurrences 2024 Antitrust Writing Award in Apr. 2024.
After the White Paper was released, besides promoting related policies and measures accordingly, the FTC also continued to perform related research. In 2023, the FTC commissioned Professor Lin Changching of the Department of Economics of National Cheng               
Professor Tsai Yenlung of the Department of Mathematical Sciences of National Chengchi University to conduct a study entitled “An Empirical Analysis of Enterprise Pricing Strategy Involving Concerted Actions in the Digital Economy.” It was an extended study based on the law enforcement principles and law enforcement standpoints disclosed in the White Paper. The main purpose was to understand the relations between pricing algorithms and concerted actions as specified in the Fair Trade Act and to        retail pricing. The focus was set on how to identify whether retailers adopted pricing algorithms, whether algorithms prompted concerted actions and how algorithms helped concerted actions. As a response to the “local nexus” law enforcement principle, the empirical study was conducted based on domestic market data.
